Homes are at their most affordable level since 1971, but many home buyers are unable to take advantage of low prices and favorable borrowing costs due to stricter mortgage standards. The number of markets showing improvement on the National Association of Home Builders Index surged to 76 in January from 41 last months, with Chairman Bob Nielsen insisting that more households could achieve homeownership as a result.
